Fish and Game New Zealand

Fish and Game New Zealand is the collective name for the 13 public entities responsible for sports fish and game management in New Zealand. Licence issuance is done by the twelve regional fish and game centres and the thirteenth, the New Zealand Fish and Game council, undertakes a co-ordination role and acts nationally on behalf of the collective.

Previously all licence information was stored regionally with licenses sold only as a paper booklet distributed through approximately 450 nationwide agents ranging from fishing and hunting stores through to local petrol stations. Fish & Game New Zealand were looking to streamline the manner in which licences were sold as well as to implement a centralised database solution so individual regions did not have to maintain their own.

Aims and Objectives

Develop an online solution that delivers:

  • Individual regions did not want their licence holders' data to be seen by any of the other regions
  • Regions all wanted different reports from the centralised database
  • How the money was going to be collected & commissions paid to the agents
  • What new systems could be implemented to make obtaining a fishing or hunting licence easier

Our Solution

As an online application, LMS (Licence Management System) provided Fish & Game authorised users with the functionality to access licence holders' data 24 hours a day, 7 days a week via a secure internet connection. Customised to match their individual requirements, this provided Fish & Game with a flexible national licence register.

Plus, with access restricted through unique usernames and passwords, the national database can also function as 12 individual ones. This means that as Fish & Game business needs change, software upgrades need only be applied to the central LMS database. Then each region can access the enhanced functionalities immediately without needing to undergo individual upgrades.

Now, thanks to LMS, anglers and game bird hunters themselves can apply and pay for their licences online and merely reconfirm their contact details if correct rather than re-enter them year after year. It also enables Fish & Game to be proactive in sending reminders and marketing to the licence holders on a national or regional level.

 

Success Factors

This LMS solution stores the details of all Fish & Game licence holders in New Zealand providing the head office with an overview and element of control over the system whilst allowing the individual regions to manage and work with their own data.

Operating out of a central database solution, there is no longer a need for the regions to maintain and update their individual databases, changes are made at one location with all regions having access to the latest updates immediately.

An independent report commissioned by Fish and Game New Zealand national office identified a reduction in administration costs and IT support of $422,000 over two years, representing a reduction of 40% in operational costs.

The introduction of the online licence purchasing solution as part of LMS solution has been a key factor in ensuring a faster and more efficient collection of licence revenues. Online licence sales are now in excess of 14% of total licence sales, the growth having been achieved in less than 2 years.

Eyede currently manage the collection & distribution of all Fish & Game licence revenue.

A customer was able to sign up for a card at a Resene ColorShop. The customer details were entered into the system and a card was issued to them within 10 working days.
